So, your goal is to find a cure and stop panic among the Tropicans at any cost. Or... is it better to first use it for the well-being of... ahem... the entire Tropican nation? This is worth at least thinking about, because panic can provide new opportunities to control subjects and influence the masses. But a good president must remember that dead citizens cannot vote!
