You have to analyze the appeals of citizens (sometimes quite unusual), requests from subordinate departments and even reveal political intrigues. Gather information and don´t hesitate to use data from illegal sources if it plays into your hands!

Think strategically
Each district of the city of Zhelezny-1 needs immediate help, but the budget, of course, is not enough. Distribute resources to woo the inhabitants of the districts and increase your influence. Fight local corruption or head the food chain using your position. However, keep in mind that you can´t please everyone. It´s up to you to decide which side you´re on.
