Article 1 of the Constitution of Latvia establishes that Latvia is an “independent democratic republic", art. 3 - that “the territory of the state of Latvia, within the limits established by international treaties, is Livonia, Latgale, Courland and Zemgale”. There is no chapter on the organization of local authority in the Constitution. However, Article 64 states that "the right to legislation belongs to the Seimas, and also, in the manner and to the extent established by this Constitution, to the people."
What, presumably, is the legal status of the named territorial units? What unitary state is Latvia?
