The state inspector of the district committee on land resources and land management ordered the restoration of disturbed lands. The cooperative refused to comply with the order, believing that these lands are its property and that it has the right to freely dispose of them, and the state inspector cannot present requirements regarding the property right to the cooperative.
The state inspector drew up an act of a committed offense and issued a decision on bringing the cooperative to administrative responsibility. The cooperative appealed against it in court.
